Job Description:
The main purpose of this position is to identify, analyse and assess payment system risks, conduct research, provide logistical and administrative support to specialists, represent the South African Reserve Bank (SARB) in industry forums, and oversee the participation of banks, non-banks and financial market infrastructures (FMIs) as well as their payment activities in the national payment system (NPS).
Job Responsibilities:
- Maintain business information systems to provide accurate and meaningful information on the NPS.
- Maintain the oversight framework and assist in developing an oversight programme.
- Identify and highlight payment system risks and challenges based on analyses conducted, facilitate internal meetings to review these risks and challenges, and develop recommendations.
- Analyse and report on trends based on, but not limited to, the market share of industry participants and monthly volumes of transactions.
- Provide training and communication on oversight matters, where required.
- Participate in and lend support to other regulators with regard to the oversight and supervision of non-payment system FMIs.
- Review the analysis of a specific risk area, identify industry-wide trends, and derive aggregate benchmarks for a specific risk type.
- Perform ad hoc duties and participate in special projects, as and when required.
- Conduct research into payment-related matters, including FMIs and payment systems, and keep abreast of oversight and supervisory developments and best practice.
- Assist with the various interchange processes, including the determination of interchange, the annual calculation of interchange rates and related activities.
- Perform administrative tasks in support of the senior analysts, which include preparing programmes, setting up meetings and logistics, taking minutes, filing documents and writing follow-up letters and/or reports to industry participants.
- Represent the SARB’s National Payment System Department (NPSD) at meetings and payment system forums.
- Identify payment system risks proactively, analyse and report these to senior analysts and/or management, and contribute to domestic forums.
- Ensure compliance with NPS regulation and the legal framework as well as any other relevant regulation and international standards, such as the Principles of Financial Market Infrastructures issued by the Bank for International Settlements (BIS).
Job Requirements:
- Excellent interpersonal as well as verbal and written communication skills;
- Sound knowledge of research methodologies;
- Knowledge and understanding of the NPS environment;
- Auditing skills will be an added advantage;
- Knowledge of the financial sector regulatory environment;
- Proven facilitation and presentation skills;
- Sound knowledge of oversight and supervision of financial entities;
- Knowledge of the payment regulatory environment;
Qualification & Experience:
- Experience in project management and risk management;
