Job Responsibilities:
- Support and strengthen the Gauteng Provinces response to illegal initiation schools
- Provide strategic support to municipalities’ in their response to customary initiation
- Strengthen Co-operative Governance between Municipalities and Traditional Leaders
- Manage the institutional administrative and financial frameworks of Traditional Institutions
- Develop administrative policy guidelines and develop and implement Capacity Building Programmes
- Manage and Register Traditional Land Rights
- Develop administrative guidelines and financial frameworks
- Manage the financial and administration of the sub-directorate
- Ensure the traditional communities and its leadership aligns with the prescripts of both the provincial and national act, including but not limited to the establishment of traditional councils
- Ensure that the overall governance of the institution of traditional leadership is sound and adheres to the democratic principles of South Africa; Assess, evaluate and recommend on traditional leadership claims and disputes
- Facilitate capacity development initiatives
- Facilitate greater collaboration between traditional leaders and municipal councillors in meeting the development needs of the communities they serve
- Align the provincial activities to those of the National Department of Traditional Affairs and respond to requests from the National DTA including but not limited to customary initiation statistic reporting
- Prepare winter and summer season plans for monitoring of customary initiation
- Implement awareness raising programmes ahead of the winter and summer customary initiation
- Implement the operational plan and annual performance plan for the sub-directorate.
Job Requirements:
- Excellent working knowledge of Windows including the use of Microsoft Word, PowerPoint, Excel, Electronic diary management, email and Internet
- Excellent written and verbal communication skills
- Functioning in a highly pressurised and demanding environment
- Proficiency in English and understanding of African languages
- Project Planning
- Implementation and Monitoring skills
- Skills in preparing activities based budget
- Ability to think analytically
- Strong leadership and interpersonal skills
- Proven project management skills
- Knowledge of the Public Finance Management Act
- Knowledge of outcomes based planning and project implementation
- A valid driver’s license and a letter from a recognised Senior Traditional Leader confirming completion of female or male customary initiation is a must.
Qualification & Experience:
- Matric plus NQF level 6/ National Diploma in Arts, Social Sciences, Development Studies or relevant qualification, coupled with 3-5 years’ proven experience in rural development or supporting the institution of traditional leadership, supporting and implementing programmes related to customary initiation, and proven track record of designing, implementing, monitoring and closing of projects
